Department of Energy National Nuclear Security Administration Washington, DC 20585 July 17 2007 Mr. Mike Stumbo, President National Council of Security Police (NCSP) P.O. Box 20838 Amarillo, TX 79114 Dear Mr. Stumbo; Thank you for allowing me to address the NCSP during your annual meeting in Las Vegas last week. I appreciate the opportunity to discuss issues that are important to you and your constituency from the Defense Nuclear Security (DNS) Program Office perspective. As we discussed during the meeting, I would like to invite you or an alternate representative from the NCSP to attend the NNSA "Elite Force Summit." which will he hosted by the Nevada Site Office on July 31 - August 1, 2007. The primary purpose of the summit is to ensure hat implementation plans, schedules and funding priorities relating to the "elite force" policy changes to the 470-series directives are in concert with commitments to comply with 2005 Design Basis Threat requirements. The goal is to ensure that the NNSA sites and DNS are clear in our understanding of resource impacts and limitations, necessary timelines, and the corporate path forward on implementing new requirements concurrently with meeting the current threat environment. Attendance will be limited to a senior contractor security manager and a member of each Site Office's Federal security staff, along with representation from the Office of Health, Safety and Security. While attendance from each NNSA site is expected, the assemblage is being kept intentionally small to encourage productive dialogue and focused discussions. Travel costs and per diem are being borne by the attendees. You are welcome to send one representative to the summit at your expense. Please let me know if we can expect you or your designee to attend, and provide the name and contact information of that person by July 25,2007, to my point of contact, Steve Wanzler. Upon your confirmation, Mr. Wanzler will provide your representative with the details on the upcoming meetings. Respectfully, William J. Desmond Associate Administrator for Defense Nuclear Security
